North East Lincolnshire Council is the best in the country when it comes to tackling fuel poverty, figures show.
In the last six months, the authority has helped 5,642 residents get grants to pay for home insulation, more than any other area on a per capita basis.
More than £3m has been spent in Grimsby, Cleethorpes and Immingham through the government's Warm Front grant on improving energy efficiency.
The council says that equates to a cut in CO2 emissions of 73,457 tonnes.
Hypothermia risk
Martin Vickers, the council's cabinet member for environment, said: "Living in cold and damp conditions gives a poor quality of life in which the risk of contracting a cold-related illness which can cause respiratory or circulatory problems, heart and bronchial complaints, or even hypothermia, is increased.
"Latest figures show the council has been the most successful in the country in giving its residents access to essential home insulation grants."
Warm Front grants are open to anyone in receipt of means-tested or disability benefit, or one of the tax credits, including Pension Credit or Child Tax Credit.
Residents may be entitled to a grant up to the value of £2,700 to help fund insulation or heating measures.
