A 27-year-old construction worker has been killed in a mudslide brought on by the torrential rain.
The man, from Cheltenham, was working on a trench at a site in Stroud when it collapsed, burying him under tonnes of mud at 1700 BST on Friday, police say.
On Sunday fire and rescue teams were still trying to remove the body of the man from the site.
Police said they still had to make the site at Brimscombe lane safe using specialist equipment.
The Health and Safety Executive is now leading an inquiry into incident.
Meanwhile, the county's biggest agricultural event, the Moreton-in-Marsh show was cancelled as the wet weather continued across the county.
Organisers decided to call off the show as the ground was too wet to allow vehicles and people on to it.
Water levels on the River Severn are expected to peak on Sunday.
Weather experts said that in the last few days the county had had more than the expected rainfall for all of September.
