Border officials have seized 420kg (925lb) of cannabis, with a street value of nearly £1m, from a ferry at Plymouth docks.
The drug was found hidden among pallets of food on a lorry from Santander in Spain on Wednesday morning.
The driver of the lorry, Graeme Berry, 42, of Kirkby Thore, Penrith, Cumbria, was charged with attempting to smuggle drugs into the UK.
He was bailed to appear before Plymouth Magistrates on 17 September.
The UK Border Agency (UKBA) said the seized drugs had a street value of about £886,000.
