Plans to turn a Devon hotel devastated by fire into flats look set to be rejected by Plymouth City Council.
Councillors will be told in a council report it would be better if the Grand Hotel on the Hoe remains as a hotel.
It says its loss as a hotel should not be supported and the committee is being recommended to refuse the bid to convert it to 24 apartments.
The application has attracted almost 500 objections including a 430 signature petition.
Since the fire in 2003 the building, which was built in 1879, has remained vacant although it has been given a new roof.
Along with the apartments, developer Devington Homes also wants to build a restaurant on the ground floor.
An earlier application suggesting demolition of the building other than its Victorian facade and the construction of 45 apartments was rejected at an earlier meeting.
