Permission for a proposed soil treatment plant in Warwickshire has been put on hold by councillors.
The county council originally granted permission in June for TCSR's plans for a plant at Judkins Quarry in the Tuttle Hill area of Nuneaton.
But thousands of people have signed a petition over the issue. On Tuesday the council said it wanted more information on an existing soil treating facility.
TCSR said it was disappointed but would give more information.
Public consultation
In July Nuneaton and Bedworth Borough Council agreed to continue opposing the plans.
The county council's planning committee would now meet with borough councillors in Nuneaton and Bedworth and there would also be another public consultation.
A county council spokesman said on Tuesday the planning committee wanted more information on the operating of an existing facility elsewhere ahead of making a final decision.
He said council officers would now gather that information but no date has been set for another planning committee meeting over the issue.
Andy Wheatley, from TCSR, said: "Obviously we're disappointed that committee hasn't made a decision today (Tuesday) to approve the planning permission for the plant as was recommended by their officers.
"They've asked for more information. We'll supply more information to help them make a decision."
