His 11-month-old brother suffered a fractured skull in the crash on the A30 near Newquay on Sunday.
The brothers were in a Citroen with their parents, five-year-old sister and two-year-old brother when it was in collision with a BMW.
Their parish priest said the community was in "absolute total shock".

His five-year-old sister is also still in hospital after undergoing surgery for an arm injury.
But both parents and their two-year-old son have been discharged.
"When the news broke I was due to help sing Christmas songs at the playgroup. I didn't have the heart to do it and nobody else did either"The BMW's occupants - a man and a woman from Perranporth both aged 34, a four-year-old girl and a baby aged five months - suffered minor injuries.
Canon Sherry Bryan, the St Breward parish priest, said the reaction had been one of "absolute total shock and a village in mourning".
She said: "When the news broke I was due to help sing Christmas songs at the playgroup.
"I didn't have the heart to do it and nobody else did either.
"Instead, we came up to the church, lit a candle by the nativity scene and had prayers and a time of silence."
Police have appealed for information about the fatal collision.
