Plans to build hundreds of new homes near the Cornish beach resort of Bude have been resubmitted to North Cornwall District Council.
The developer has had to revise its proposals to build about 400 houses, several shops and a retirement village following a public consultation.
However, some people in the community feel the development would damage other local trade and the town's image.
But Catesby Property Group said the scheme could improve Bude's prosperity.
The developer hopes to find out whether the planning application has been successful by the end of March 2009, once an environmental impact assessment has been carried out.
A spokesman said 2010 was the earliest building would begin.
