Gordon Brown has said he wants to do more to help young people get on the housing ladder in Cornwall.
Rising prices and traditionally low wage levels in the county have left many without hope of being able to afford a home.
The prime minister said rented and shared equity housing were the keys to providing more homes for young people priced out of the market.
He spoke on a tour of the Eden Project in Cornwall.
'Success story'
Mr Brown, who visited Eden as part of a tour of the West Country, said: "We want to make it possible for more young people to get a step on the housing ladder.
"For the first time more people are returning to Cornwall than leaving it and we want to build on the success of having more young people staying here."
Mr Brown, who was shown around the Eden Project by founder Tim Smit, said: "I've always wanted to visit the Eden Project.
"It's a tremendous success story known around the world and a huge commitment to educating people about the environment."
Mr Brown is also visiting the Royal Devon and Exeter Hospital.
