The Go Penzance project enables six scooters which can be used for trips to the shops or hospital to be hired out.
The scheme is the second of its kind in Cornwall and will operate six days a week. There are 250 schemes nationwide.
The scheme is run by the Light and Life Free Methodist Church based at the Wharfside shopping centre in the centre of Penzance.
They are working alongside the Rural Transport Partnership and have funding from the Cornwall County Council and Penwith Council.
Six electric scooters and manual wheelchairs will be available for people with disabilities to use.
They will have enough range to reach the shops, doctors surgeries, the hospital and council offices as well as the local parks and gardens.
Dedicated parking spaces for users of the scheme are in the harbourside car park.
