The district council and Arts Development in East Cambridgeshire agreed a cinema was key for residents.
Peter Cresswell, head of community services, said: "We realise we could do nothing without listening to what the residents of East Cambridgeshire want.
"They told us loud and clear they see a cinema as being vital but we have not been able to find a suitable venue."
The organisations have been searching for a cinema venue since the Maltings, a conference, exhibition and banqueting centre in Ely, closed for redevelopment.
Mr Clements said: "Unfortunately we could not find anywhere that could provide a service that would match the cinema experience many enjoy at the Maltings.
"Sadly this does mean that there will be not be a cinema in East Cambridgeshire for the six months the building is closed.
"However, I can confirm it is our intention to ensure film goers will be able to watch films at the Maltings when it reopens."
