Peterborough City Council has employed bailiffs to help them cut arrears.
Head of the council's customer services, Mark Sandhu, said: "There are still a small minority of residents who persistently do not pay.
"We are determined those who do pay their council tax should not have to subsidise those who don't and will continue to pursue council tax debts."
Several defaulters have already had vehicles seized and have paid the arrears to get them back.
Early campaign
"This year we have been taking recovery action much earlier," Mr Sandhu said.
"One reminder letter was sent to residents who didn't pay on time and then court summons' to those who still did not pay.
"Bailiffs have been operating in the area this week and have the power to seize goods for sale at public auction if payments are still not made."
Stephen Goldspink, deputy leader, said: "While the council would prefer not to have to take such action it is clearly having a positive effect.
"Over £500,000 more council tax has been paid this year than at the same time last year."
