Organisers of Bristol's St Pauls Carnival have said last weekend's event finished £5,000 in debt.
The party went ahead in the city despite an original funding deficit of £10,000.
A meeting of the carnival's organising committee to discuss the shortfall took place on Thursday evening, when the final figure was revealed.
Organisers intended to collect money in buckets from the crowd but failed to apply for a licence in time.
Peninah Acheung, chair of the carnival board, told BBC News: "This just means that for the rest of the year we may have to look at other events which will help us to do a bit more fundraising.
"We are getting a lot of positive feedback from the community and donations are still coming in. People are sorry about the shortfall."
