The attorney general is considering appealing against the non-custodial sentence of a paedophile who admitted his crimes.
Michael Porter, of Okehampton Close, north London, received a three-year community rehabilitation order after a judge heard he was a changed man.
He admitted 24 counts of indecent assault and gross indecency.
Porter, 38, used his position in the Jehovah's Witnesses to abuse victims in Clevedon over a 14-year period.
Among the 13 victims was an 18-month-old baby.
A spokeswoman for the attorney general said: "The attorney general's office has asked for the case papers so consideration can be given to whether or not to refer the sentence to the Court of Appeal.
"A decision will be taken within 28 days. No view has been reached at this early stage."
Porter was also banned from working with anyone under the age of 18 and put on the Sex Offenders Register.
Avon and Somerset Police are also considering appealing against the sentence.
