Controversial plans to build nearly 500 new houses on a former landfill site in Berkshire have been rejected.
The Sandford development between Reading and Wokingham would have seen the homes built on unused open space.
Opponents believe the site should be restored and maintained as a green, countryside area.
Despite council officers recommending the scheme for approval, Wokingham Borough Council threw out the proposal on Wednesday.
A second application for a training centre and hotel has been put off until next month.
David Parker, of the Loddon Valley Action Group, said: "I believe that what we have here is a recovering, restoring greenfield site and it should be left as greenfield.
"It is part of the Loddon Valley and we are short of countryside in this area and we want to maintain it to the best aspect as we can."
There are also strict restrictions on developing the land due to material left from the landfill site.
Developers Woodley Developments Ltd and Sandford Farm Properties declined to comment.
