Reading Borough Council said commuters can view CCTV traffic cameras via their phones or even check availability of parking spaces.
The council said this was the first service of its kind in the UK.
"MetroTV allows commuters to tap into all sorts of live transport news," the council added. It requires an internet-enabled phone.
The service, launched in association with mxData, also allows anyone with a colour mobile handset to get instant access to a wide range of other local information, such as what is going on in various venues including theatres, pubs, bars and clubs.
Information on how to use the system is available by sending a text message with the word "metrotv" to 60070.
