Brett Kaminski, 34, raped the first woman, aged 18, at his Hertfordshire flat after she had fallen asleep.
A month later he raped a 19-year-old girl in an alleyway in Cheshunt town centre, Hertfordshire.
Kaminski, of Wheatcroft, Cheshunt, was given an indeterminate sentence and will be on licence for life.
In May 2007 Kaminski was found guilty of both rapes by a jury at St Albans Crown Court and sentencing took place on Thursday.
'Substantial' sentence
During the trial, the court heard how Kaminski had met the 18-year-old in the Bricklayers Pub in Flamstead End, Cheshunt last October.
At the end of the evening he invited a group back to his flat in Wheatcroft, Cheshunt, to continue drinking.
The court heard the girl eventually fell asleep and Kaminski carried her to his bedroom, where he placed her on his bed.
The girl told the jury how she woke up "in a strange bed" the following morning to find the defendant having sex with her.
The court heard that following the attack in early November of last year, Kaminski was arrested and interviewed before being granted bail.
Weeks later, on 20 November 2006, the court heard a 19-year-old girl went to a bar in Cheshunt town centre where she met the defendant, who had been drinking heavily.
Later that night she said she met him outside in the street as she was making her way home.
'Staggering insensitivity'
He pulled her into an alleyway beside a kebab shop and raped her.
Passing sentence Judge Marie Catterson said Kaminski showed "staggering insensitivity" to his victims.
She told him: "You must remain in custody until the parole board say it is safe."
She said he will be on licence for life and must register as a sex offender for an indefinite period once he is released.
Kaminski's barrister Sean Minihan said his client was willing to undergo sex offender and anger management programmes while in jail.
He said: "At the time he was heavily involved in a drinking culture. He cannot believe he was capable of these offences."
