Seven local councils in Essex and Suffolk are banding together to match people on housing waiting lists to available properties.
A new internet system is being introduced to give more control and choice to those looking for new homes.
The partnership, involving Babergh, Braintree, Maldon, Colchester, Mid Suffolk, Ipswich and Suffolk Coastal, is being called Gateway to Homechoice.
Empty council and housing association homes will be advertised on a website.
"Details will also be included in a special newsletter and at local housing offices," said Chris Slemmings, cabinet member for housing, at Suffolk Coastal council.
"All partners will use the same application forms and computer system.
"People will be able to express an interest in any of the advertised properties that meet their requirements."
Those that register for the Gateway to Homechoice scheme will be placed in one of five bands.
Their banding describes how serious or urgent their requirements are.
