Renewable energy specialists Airtricity plan to build the £13.9bn grid to bring electricity to 8m homes in coastal East Anglia, the Netherlands and Germany.
A new 2,000 turbine offshore wind farm will also feed into the grid.
The scheme is being launched at a parliamentary reception in Westminster in a bid to get political backing.
Airtricity chief executive Eddie O'Connor said the scheme will be the biggest offshore wind farm in European waters.
He said: "It will cover such a large area that generation will be continuous and give homes in the UK and Europe access to wind energy at all times because the turbines will always be turning somewhere on the grid."
Airtricity said output from the grid is about 10 million watts.
