The Home Office assessed forces on reducing crime, investigating crime, promoting safety, providing assistance, citizen focus, resource use and local policing.

The results were turned into a league table, by awarding the forces points according to whether they were rated excellent, good, fair or poor in each area. The Home Office does not produce such a league table itself.
