United Nations Under-Secretary General for Humanitarian Affairs, Kenzo Oshima, returned from Afghanistan last month with dire warnings of an unfolding humanitarian crisis.
One million people are threatened by famine in Afghanistan, and there is little sign of an end to the country's bloody civil war.
A veteran of overseas service, Mr Oshima has served the Japanese diplomatic corps in France, India, Australia and the United States.
He is also a former Director-General of the Economic Affairs Bureau of Japan's Foreign Ministry, where he was responsible for implementing his country's overseas assistance programmes
