The Metropolitan Police said they had adopted a "zero tolerance" approach towards hooliganism around Wembley Stadium and in the centre of London.
Immediately after the final whistle, a small group of England fans, celebrating their team's 2-1 aggregate win, climbed the base of Nelson's column, in Trafalgar Square, where Scotland fans had massed earlier.
They unfurled flags of St George and chanted "2-1 to England".
Minor disturbance
Police ringed the square to ensure there was no trouble, but so far no problems have been reported.
Dozens of England supporters poured out of pubs in London's West End to celebrate, despite their team losing 1-0 on the night and playing poorly.
England go through to the Euro 2000 finals on the strength of their 2-0 win at Glasgow's Hampden Park on Saturday.
There were no reports of trouble within the ground, with England fans remaining behind for several minutes after the match to celebrate victory on the night and victory overall respectively.
Before the game there were minor disturbances in Trafalgar Square, where police made two arrests as a group of about 200 England fans attempted to reach a crowd of Scotland supporters.
Later, Scottish fans were marched under police escort to nearby Charing Cross station to catch trains to Wembley.
The Scots' victory was their first away win over England since 1981, and only the second Wembley defeat for England in any major qualifying competition.
