Up to 10,000 meditators and yogic flyers would practise the "technology of consciousness", helping to "defuse the crisis".
The same techniques would bring an end to problems of health, poverty and crime in Wales.
Meditating for peace
The Natural Law Party has candidates standing in all the five list regions - or top up seats - across Wales.
The party's leader in Wales David Hughes said some of the candidates were already in the Balkans meditating for peace.
He said: "What we offer is a practical and scientifically tested methodology of reducing stress and defusing tensions in society, which will lay the foundation for economic prosperity for Wales, for better health for Wales, for complete education for Wales."
"Most importantly, it has the complete ability to end the war in Yugoslavia, even when used in Wales itself.
"We can create a Wales that the people of Wales will be proud and set an example to the rest of Great Britain on how to deal with the problems of society."
Mr Hughes was joined at the party's manifesto launch in Cardiff Bay by assembly list candidates Richard Johnson standing in Mid and West Wales and Morgan Francis, a candidate for South Wales Central.

Mr Hughes said the party had approached Alun Michael, the Welsh secretary, to set up a group of thousands of meditators using the techniques of transcendental meditation and yogic flying to "generate a peaceful consciousness".
"Right now, although physically separate from the people of Wales, the war is of great concern to many people in this country.
"Nearly a quarter of our candidates are out in Croatia, practising these techniques of consciousness themselves in a bid to defuse this crisis."
Mr Hughes added: "For the first time, a technique is available to do this, and this is what we want to apply from within Wales itself."
