Control of licences for airlines operating in the Bailiwick of Guernsey is to change.
Proposals to transfer control from the States to the Office of Utility Regulation (OUR) have been approved.
Commerce and Employment said move would provide clarity and allay concerns about a conflict of interest because of the State's ownership of Aurigny.
A decision over who will pay for the regulator's £180,000 annual cost has not yet been made.
