Turkey warns EU
An escalating row with Turkey over its calls for membership of the European Union is also expected to be discussed at the Luxembourg summit.
In its latest statement Turkey has warned the European Union that it risks losing its political cooperation unless it declares Ankara a potential member.
On Thursday Turkey was told that it still had to meet a number of obligations before it could be considered.
In response the Turkish prime minister, Mesut Yilmaz, turned down an invitation to attend the summit's closing dinner tomorrow .
