Coach Craig Brown admitted he had problems ahead of France 98 after trying five strikers but coming up with just one goal - a Darren Jackson equaliser.
Motherwell midfielder Simo Valakari's pass split the defence as Rangers winger Jonatan Johansson raced into the gap to shoot past Jim Leighton.
Colin Calderwood's deep cross to the back post was headed back across the goalmouth by Christian Dailly. Scott Booth saw his effort hit the post and Jackson tapped in the rebound.
Captain Colin Hendry tried to push Scotland forward by linking up with his front players.
Just before half-time he saw his shot sail just over the bar.
Strikers Kevin Gallacher and David Weir were brought on for the second half and Scotland continued to press without making the vital breakthrough.
Hendry could have scored when John Collins whipped in a cross but his close-range header went wide.
Gallacher then set up Scot Gemmill whose shot was blocked.
Gemmill repaid the favour by playing a one-two with Gallacher on the edge of the area only for Gallacher to shoot wide.
