In a frantic finish to the game, Colombia's Leider Preciado scored twice on his debut, only for 10-men Chile to salvage a draw.
Salas's penalty miss came in the 77th minute and Colombia took full advantage. Preciado equalised in the 79th minute then grabbed a second three minutes later.
Preciado, who came on as a substitute in the 55th minute, had been included in the squad after scoring 12 goals for Santa Fe in this year's Colombian championship, making him the top scorer in the tournament.
But in the 84th minute Salas, who scored twice in Chile's win against England at Wembley, made amends by scoring with a deft flick following a cross by substitute Fernando Cornejo.
Chile had been reduced to 10 men in the 30th minute when central defender Ronald Fuentes was sent off for a professional foul.
