Coventry forward Viorel Moldovan gave Romania the lead in the 44th minute, neatly controlling Hagi's left-wing cross and firing home.
But the goal failed to spark the game into life and the second half was spoiled by regular stops in play, including eight substitutions.
Anton Dobos was sent off for a second bookable offence in the 53rd minute which took the sting out of the more adventurous Romanians.
The Red Devils then went for the kill but failed to take their chances against Romania's tiring 10 men.
