"I would appeal to the man or if anybody is aware of his identity to contact us"
The body of Ms Richardson, who sometimes slept rough in Swansea city centre, was found at about 1830 BST on 29 May.
Police said a member of the public tried to administer first aid in an attempt to revive her before she was declared dead.
In a statement issued shortly after her death, her relatives said Ms Richardson "came from a loving family who had lost her tragically to the life she chose to lead, which was out of their control".
They said she was "loved and will be sorely missed by all her family and friends."
