The Celebrity Big Brother winner was invited to the event when in the city for her musical, Miss Bollywood.
The wedding celebrations, mostly in Sanskrit but with hymns and Welsh blessings, finished with a midnight ceremony at City Hall.
Roads were closed for a procession with the groom riding a white mare.
Organisers of the wedding had hoped Shetty might make an appearance at event, which coincided with the city's Diwali celebrations.
The star's musical, Miss Bollywood, at St David's Hall was cancelled on Friday night because she was ill but resumed on Saturday.
Around 1,000 guests were expected at the three days of events marking the wedding of Rakesh Aggarwal and his fiancée, Caroline Scrivens.

On Friday evening, internet entrepreneur Mr Aggarwal, 31, held a "night of song and dance" at his parents' home in Llandaff.
He said the couple had met "a few times over the years" as their parents were friends, and had begun courting four years ago.
"We used to play squash with each other. I used to gracefully lose," he said.
The celebrations included a service at St John's Church, followed by afternoon tea in a city centre hotel before the midnight wedding ceremony at Cardiff's City Hall.
