Cardiff's Lord Mayor has refused to rule out his pay going back up to 58,000.

Russell Goodway accepted a big pay cut after intense pressure from the National Assembly.

But in an interview for BBC Wales's The Point programme he said the new Local Government Bill would require councils to set up their own review of allowances.

Mr Goodway said the Assembly's review panel set up on Thursday to look at council pay would only set a framework for allowances.

Mr Goodway, who is expected to take a cut in pay of more than 20,000, said the new framework would take into account local circumstances, which in Cardiff's case meant extra responsibilites.

Allowances cut

His comments highlight his belief that he gained a key concession from Assembly Local Government Secretary Peter Law in allowing the review to compare with other public bodies.

Labour Cabinet members of Cardiff Council confirmed on Wednesday there was to be a 45% cut in their special responsibility allowance.

In January, Councillor Goodway's salary had almost doubled to 58,500 per annum for a three-day week, making him the UK's highest-paid council leader.

From April 12, Councillor Goodway will claim a total of 35,428 in allwances.
