The village will feature 18,000 homes

Plans to build a new village on the outskirts of Perth have been sent to Perth and Kinross Council.
The proposals for Almond Valley, at the west of the town, include 1,800 homes, primary school and leisure facilities.
Once the application has been registered, an exhibition of the proposals will be put on and meetings held with community councils.
Developers have promised an extensive consultation exercise with locals and businesses.
Savills has lodged the application on behalf of the Pilkington Trust.
Savills' head of planning, Alastair Wood, said: "The primary aim of the proposed development is to create an attractive and sustainable residential community which respects the landscape character of the site and contributes to local business and employment opportunities.
"The proposed new community of Almond Valley Village will help address the need for additional housing in Perth and Kinross over the coming years.
"It will also contribute to meeting the Scottish Government's aspirations for increasing the number of homes being built in Scotland."
