The Stobhill plan provoked public opposition
Health bosses have promised to learn the lessons outlined in a damning report into their handling of plans for a secure unit at a Glasgow hospital.

Greater Glasgow Health Board officials have admitted they were wrong in not consulting the public over their plans for Stobhill Hospital.

However, they said that by the time they sought to amend the situation, the damage had already been done.

Local people said they had been frozen out of the consultation process and the controversy prompted the intervention of the Scottish Parliament's health committee.

After investigating the row, the committee called on the Scottish Executive to issue new guidelines to force health boards to carry out full public consultation for new developments.

At a meeting on Tuesday, the Glasgow board unanimously agreed to implement all of the committee's recommendations.

These included taking concerned representatives of the local community to a unit in England, similar to the one proposed, and producing information leaflets which provides advice on how local people can influence the decision-making process.

However, campaigners against the proposed medium secure unit, earmarked to house psychiatric patients, including rapists and paedophiles, said the recommendations did not go far enough.

Father Stephen Dunn, chaplain of Stobhill Hospital, said: "Information about the secure unit at Stobhill was not given freely, clearly and accurately.

"That is something that the health board need to address urgently."

Mary Murray, of North Glasgow Action Group, said: "There needs to a public consultation again because of the criticisms given by the Scottish Parliament about the whole trust and Greater Glasgow Health Board because of their lack of consultation on the whole issue."
