The alarm was raised at 2030 BST on Saturday when staff at the BP power station in Grangemouth reported the bag as a suspicious package.
A full incident management team, including Central Scotland Police, swung into operation.
A BP spokesman said: "After examination the package was identified as
containing tools.
"Emergency staff were stood down. A follow-up investigation
is now under way.
"BP appreciate the response of all staff and the police for dealing with this
incident in a thorough and professional manner."
