Labour's Children's Secretary Ed Balls has criticised Tory plans to allow parents to set up schools with state funding.

He said allowing one set of parents to build a new school would mean others would suffer.

The plans had also been called into question by two senior Tory council figures, but shadow education secretary Michael Gove rejected any splits over policy.
