Analysing the EU's response to Libya


All minds in Brussels have been on focused on the dramatic events in the Middle East and North Africa

It's a region that EU officials refer to as Europe's neighbourhood.

The British Foreign Secretary, William Hague has called it a historic test for the EU, but The Record Europe asks whether the EU can overcome its divisions and speak with one voice.

Can it balance sometimes competing interests to support those who want the democratic and free expression that most Europeans now enjoy?

Joining Shirin Wheeler to discuss the issues are:

• Rosa Balfour, Senior policy adviser on foreign affairs at the European Policy Centre in Brussels

• Alexander Graf Lambsdorff, German liberal MEP and member of the Foreign Affairs Committee
