Alan Johnson outlines dangerous dog plans

The Home Secretary Alan Johnson has outlined proposals aimed at tackling dangerous dog ownership.

All dog owners in England and Wales would have to insure against their pet attacking someone and police could be given powers to force owners of dangerous dogs to muzzle them or even get them neutered.
