Doubts cast over expenses reforms

Fresh doubt has been cast on whether the proposed changes to MPs' expense claims will actually be put into place.

The recommendations - including a ban on employing wives and husbands - were published by Sir Christopher Kelly. But the man appointed to reform the system is quoted as saying he feels "no obligation" to enforce all of them.
