Health Secretary Alan Johnson has announced that the government is scrapping the controversial NHS policy of withdrawing free treatment from patients in England who top-up their care with privately bought drugs.

The proposal follows a four-month review of top-up fees by the Department of Health's national cancer director Professor Mike Richards.
