Political profile

Jim Dowd was, until the 2001 election, a government whip.

He had the low public profile which that job necessarily entails but, widely reckoned to be an effective operator, he was tipped for futher promotion.

Mr Dowd was, however, one of the many people unexpectedly swept out of the whips' office in the reshuffle.

He was returned to the back benches, where he remains, and has proved as loyal to the government as before.

Mr Dowd won Lewisham West in 1992 at his third attempt, unseating Conservative John Maples (who subsequently decamped to Straford-upon-Avon).

He had a high local profile from a long career on Lewisham council.

He combines a wide interest in environmental and animal welfare politics with a basic commitment to social justice.

The MP is also a constitutional radical and a supporter of proportional representation for Westminster.
