The attack happened in a house in Creggan Heights on Wednesday
Dissident republicans are responsible for a paramilitary-style attack on a 26-year-old in Londonderry, a Sinn Féin councillor has said
Four masked men entered the 26-year-old's home in Creggan Heights at about 2300 BST on Wednesday.
They fired a number of shots, injuring him in the left thigh, knee and ankle. He was treated in hospital.
Councillor Kevin Campbell said there was "no groundswell of support for anything like this".
"I work in this area and I'm on the ground 24/7 and I can safely say 100 percent that there is no support for this type of action.
"I would say to these dissidents now, you need to be reining your horns in now," he said.
Parish priest Father Stephen McLaughlin said such attacks were "a form of oppression".
"These gangs are trying to insinuate themselves into the local community, perhaps under the guise of being some form of justice and dealing with perceived problems in a direct manner.
"This often seems to be what's behind shootings like this, but it's rather depressing," said Fr McLaughlin.
The victim has been taken to hospital for treatment, but his injuries are not thought to be life-threatening.
Police said the assailants fired a number of shots in the air outside the house as they left.
Three women who were also in the house at the time of the attack were uninjured.
A motive has yet to be established.
'Act of brutality'
The mayor of Derry, Gerard Diver, said such acts of violence had no support from the community.
"My reaction is one of horror and sadness to hear that another act of brutality has been carried out in our local community
"This is the second shooting in as many days, and I have no doubt the people of Creggan and the people of this city don't want this and totally reject this.
"I can't for the life of me understand what is going on in the heads of people who would perpetrate such acts of violence," he said.
It is the second such attack in the city in two days.
On Monday night a 37-year-old man was shot in both legs in Rosemount Gardens.
