A question mark has been placed over Windsor Park's future suitability for international football.

A report for the government said there was a high risk of fire in a timber stand used by up to 4,000 spectators.

The report, compiled by stadium consultant, the Miller Partnership, has not yet been made public, but the BBC has seen the final copy.

Safety improvements have been made but the report described these as a "very temporary solution."

The 4,000 seat South Stand - much of it made of timber - is described as high risk in respect of fire and there are a number of deviations from safety guidelines.

A fire tender has been parked beside the stand during recent internationals.

The report's executive summary said Windsor did not comply with UEFA requirements in a number of areas.

"However, with the completion of a programme of works to address major deficiencies and with UEFA taking a 'practical' view, it is likely Windsor can continue as a venue for internationals in the short term," it said.

The phrase short term was printed in bold type. The report puts forward a number of options on improvements.

Linfield Football Club, the owners of Windsor Park stadium, said the government needed to make a decision on a future ground for the Northern Ireland team.

Linfield said it was disappointed that the report was leaked prematurely.

It said the clear message arising from it was the need for a decision on the Maze.
