A Police Ombudsman's report on the first person to be killed by the PSNI is to be published later.

Neil McConville was shot dead in April 2003 as he attempted to drive away from police officers near Lisburn.

Nuala O'Loan's team examined whether appropriate force was used, and claims by the victim's family that he had been previously threatened by police.

A police officer said he opened fire because he feared the life of another officer was in danger.

He said the other officer was knocked down and was lying in front of the car.

Another man in the car was also shot and injured in the incident at Ballinderry Upper. A shotgun was found in the car.

Northern Ireland's police service changed from the RUC to the PSNI in November 2001, as part of sweeping reforms to policing under the terms of the 1998 Good Friday Agreement.
