The RUC faces major reorganisation under Patten's proposals

The controversial report was published on Thursday morning.

A news conference was held at the Belfast offices of the Independent Commission on Policing at which its head, Chris Patten, revealed the full contents of the 128 page report.

It contains 175 recommendations and includes radical proposals of the future of the RUC.
