The House of Lords has backed new powers to allow the PSNI to move on travellers camping illegally.
The order already operates in Engalnd and Wales
The Unauthorised Encampments Order, already operates in England and Wales.
It will not come into force in Northern Ireland until the Housing Executive provides an adequate number of transit sites.
Derek Hanway, of the Belfast Travellers Support Group, said the legislation was not needed and that the problem had been blown out of proportion.
He said: "The problem really has been blown out of proportion in terms of media profile of travellers and gypsies in England.
"And really the problem in Northern Ireland is that we don't have sufficient transit site accommodation for the small number of travellers who cannot find a legal place to stop."
