A pilot board meeting is to be held of people who will represent new community areas when Wiltshire's single authority is created on 1 April 2009.
The board will be made up from former district councillors, police and health representatives and young people.
The new boards will have powers to tackle local issues, and budgets to promote projects run by local people.
Issues to be looked at include road improvements, litter, grass cutting, and options for school provision.
The first pilot area board meeting in the county will be held on Monday at 1900 BST in Tidworth Community Centre.
South East Kennet Councillors' Forum volunteered to pilot the new approach in the Tidworth area with county, district and parish councillors joining forces with local partners to develop and test the new arrangements.
This is the first of 12 pilot boards that will emerge across the county in the coming months.
