A document setting out the long-term future for Salisbury has been endorsed by the district council.
The Salisbury Vision, which has been developed over the past two years, will now become a blueprint for the city.
Four key projects have been identified as needing urgent action including redeveloping The Maltings and central car park into a new shopping hub.
In total, 23 projects are recommended involving development, changes to traffic and public realm improvements.
The leader of Salisbury District Council, councillor Paul Sample, said: "It is essential that Salisbury does not stand still.
"We need to protect its heritage and uniqueness whilst ensuring it continues to be a city that people love to live in and visit."
Other key improvements identified are reducing congestion around Southampton Road and improving the area as a gateway to the city and rejuvenating the Market Place to make the Guildhall the civic base of the proposed new Salisbury City Council.
