Around 50 firefighters tackled a fire at a grade II listed building in Swindon on Wednesday morning.
The High Street was closed off due to the blaze
A section of the old town was closed while crews dealt with the blaze at the disused Locarno building.
The fire was reported at 0250 BST and it took several hours for crews to bring it under control.
At one stage it was thought the bell tower was at risk of falling down, but structural engineers later said they believed it would not collapse.
"At this stage, it is not at risk," a spokesman for Swindon Borough Council said
The High Street was closed both ways on Wednesday morning as a result of the fire.
The building was seriously damaged by fire in May 2003.
On Wednesday afternoon, a Swindon Borough Council spokesman said: "The building has now been fenced off and made safe.
"But the three bells in the tower are a problem and have to come out tomorrow as the surrounding timbers are charred."
