Fire tests were carried out on the costumes
Children's Halloween capes and masks, which catch fire three times faster than the legal limit, have been found on sale at a shop in Middlesbrough.
Trading Standards officers seized the Frankenstein and witch costumes at the Card Factory store in The Mall.
They are now urging people not to use the items and to return them to the shop for a refund.
There was no immediate comment from the Card Factory or the importer of the products, Premier Decorations.
Barry Coppinger, Middlesbrough Council's executive member for community protection, said: "The potential for serious injury to a child from a dressing up item such as this cannot be overestimated.
"It was therefore essential that officers acted swiftly to remove the items from sale."
Trading Standards officers are now working to make sure similar stock in other areas of the country is removed from sale.
