A Staffordshire council is to tackle prostitution after a report by them highlighted the city's problem.
There are 26 massage parlours in Stoke-on-Trent, nine of which are in the town centre, and planning applications for more have increased.
The report says women in prostitution should be helped to move out of it and be offered drug counselling.
The city council says action needs to be taken to reduce and control the amount of women working on the streets.
The report also highlights the problem of prostitutes having sex in doorways in the Middleport area.
