Up to 100 extra staff are to be employed by Royal Mail to improve the postal service in Norwich.
The city has the worst performance in East Anglia with only 87% of first class mail arriving the next day. The national target is 92%.
New machinery has also been installed at the main sorting office.
Royal Mail blames its failings on a mixture of staff shortages, single delivery "teething problems" and changes to transport.
